Strong, responsible unions are essential to industrial fair play.
Without them the labour bargain is wholly one-sided. The parties to the labour
contract must be nearly equal in strength if justice is to be worked out, and this
means that the workers must be organized and that their organizations must be recognized
by employers as a condition precedent to industrial peace.

The welfare of the labouring class must be one of the first cares of every employer. Any betterment
of their conditions must proceed more from the employers downwards rather than be forced up by demands
from below, since labour, contented, well housed, well fed, well brought up and generally well looked after
is not only an asset and advntage to the employer, but it also serves to raise the standard of industry and
labour in the country. In looking after labour of today, we are also securing a supply of healthy and intelligent
labour for the future.

industrial relation department as thoroughly as our manufacturing, purchasing and selling and we are going to

which can not be done without them. Their considerable knowledge and
new skills can be valuable input to the restructuring work. The role of
Unions is critical in the establishment of a training culture. Training
can not be left to the business alone. The truth has to be brought home
that in a more competitive world today, which is dominated by
knowledge-intensive technology, the key to economic success is human resources.
We should know how to channelize its skill, with a more effective organisation of
production system.

The importance of frank and sometimes continuous discussion between people and group is clearly
seen in the very example of the splendid relationship established and maintained, year after year,
between the Steel Company and the Union at Jamshedpur. Its success an effectiveness is due largely
to the continuous dialogue between the Company, its Workers and their Union, which ensures that all
matters and decisions of consequences are fully discussed and understood by both sides.

The first and over- riding responsibility of all Trade Unions is to ensure the welfare of its own members.
The leaders should be ahead of their members in thinking about their problems. It is their responsibility
to point out the further and more far reaching consequences of decisions, which could be regretted later.
Despite their strong immediate and popular appeal, The decisions have to be viable and realistic rather
than merely being popular. When Union leaders seek popularity by taking decisions , only because they are
based on popular sectional demand, they may be betraying the responsibilities of their office. Their principal
task must be one of the representation and protection of common interest, to keep the wheels of industry running,
and at the same time ensure economic stability, growth and security of its members , and the society at large.
